Andy Schlachter retired from the Air Force in August 2008 after spending over 20 years in various leadership and management roles. Starting out as an intelligence officer, Mr. Schlachter supported F-16, F-15E, and KC-10 units in both operations and exercises. After his time at the unit level he was assigned in Washington D.C. where he provided Air Staff oversight to the $100M Combat Intelligence System implementation at worldwide units. Following his Washington D.C. tour, he was given the task of directing the training of all Air Force intelligence officer accessions at Goodfellow Air Force Base where he oversaw the training and graduation of over 700 Air Force intelligence officers. Upon completion of this assignment, Mr. Schlachter was transferred to a NATO assignment in Italy where he became the Combined Air Operations Center (CAOC) Chief of Targets during Operation Allied Force. At the end of this assignment he was reassigned to the Air Command and Staff College (ACSC) where he attended the in-residence program and then stayed on as an instructor. After three years, Mr. Schlachter was chosen by the Commandant to move to the Air Force Institute of Technology (AFIT) and create a new Professional Military Education (PME) program. During this time he directed the creation, implementation, and execution of the Air Force’s newest PME program.

Mr. Schlachter’s final Air Force assignment was to the Defense Intelligence Agency (DIA) where he began as the acting director of the Analysis Division’s Financial Management office. In this capacity he oversaw the programming and execution of an annual budget exceeding $450M. Upon the hiring of the permanent GS-15 office chief, he was hand-selected by DIA’s Chief Financial Executive (CFE) as her liaison for the stand-up of the United States Africa Command (USAFRICOM) where he assisted the Command’s J2 budget shop in the formulation of their initial budgetary requirements. Once the Command reached Initial Operating Capability, Mr. Schlachter was requested by DIA/CFE to work on the National Cyber Security Group. In this role he assisted in the programmatic oversight of the Comprehensive National Cyber Initiative (CNCI). Upon designation by the President of the National Joint Interagency Cyber Task Force, Mr. Schlachter built its’ first annual operating budget submission.

Following retirement from the Air Force, Mr. Schlachter became employed by Booz Allen Hamilton (BAH) as the Colorado Springs Economic and Business Analysis (EBA) subject matter expert for cyber budgetary requirements. With the appointment of his principal as the Booz Allen lead for cyber, Mr. Schlachter was been designated the lead Action Officer for EBA’s efforts in the Booz Allen Cyber Campaign. In this capacity he became a key member of the Colorado Springs Cyber Team as well as working with other Booz Allen domain and functional teams for EBA cyber opportunities across the United States government. Since the 1st of June, Mr. Schlachter has been supporting AFSPC/A2 as the cyber Intelligence, Surveillance, and Reconnaissance (ISR) subject matter expert for cyber budget, force development, and training.
